Looked at the pics and vid. 


High confidence that it is a small punch press, though I don't recognize the
particular model.


The slots to either side of the platten are to bolt down the die plate, the slot
in the middle is for the part to drop. This might be used for small sheet parts
like washers and gaskets, or for forming small sheet articles like small tins.
