Work out the O/D of the pipe and the required height. On a piece of 
paper, make a straight edged drain hole template the correct length and 
width to suit O/D and required height of pipe.

Evenly space and mark drain holes and tape template around the pipe.
Along one edge of the template, make a small cut through the pipe, then 
use a small saw like a keyhole saw to cut around the pipe along the 
template's edge. Avoid cutting through both walls of the pipe at once 
which makes it difficult to stay "square"

Drill the holes and chamfer them with a countersink bit. For sanitary 
purposes, avoid sanding the inside and outside faces of the pipe. 
Scratches are difficult to clean and harbor bacteria.

Finish cut end(s) with a sheet of sandpaper on a flat surface. Chamfer 
ends by scraping with a blade.
